The Building Industry Association of Hawaiʻi (BIA Hawaiʻi) supports Hawaiʻi’s building industry through education, workforce development, and training.
Through its Pre-Apprenticeship Construction Training (PACT) program, BIA Hawaiʻi partnered with HomeAid Hawaiʻi to bring hands-on construction training directly to residents at Kīpūola Kauhale on Maui.
BIA Hawaiʻi brought its six-week PACT program on-site to Kīpūola Kauhale, the first time the program was offered within a kauhale community.
Participants received hands-on training across multiple construction trades, along with jobsite safety, career readiness, and industry-recognized certifications, including OSHA 30.
Seven individuals completed the program, including four Kīpūola residents.
By bringing workforce training directly into Kīpūola, BIA Hawaiʻi helped create a pathway from housing stability to employment and greater financial independence.
Three participants secured job offers before graduation. For one Kīpūola resident, the opportunity led to a $20,000 increase in annual income compared with what he was earning when he first entered the program.
That increase shows what upward economic mobility can look like in practice. Deeply affordable housing can provide the stability to begin moving forward, while opportunities like PACT can help residents build skills, increase their earning potential and prepare for greater financial independence.
