- The State of Hawai‘i owns the existing Waimānalo Emergency Shelter (formerly known as Weinberg Village Waimānalo), located at 41-490 Saddle City Rd., Waimānalo, HI 96795. Services are contracted by the Department of Human Services (DHS) through the Homeless Programs Office (HPO). The program is operated by Alternative Structures International (ASI).
- The Statewide Office on Homelessness and Housing Solutions (SOHHS) is partnering with HPO to build a Kauhale on the Waimānalo Emergency Shelter parcel, adjacent to the existing structures.
What is HomeAid Hawai‘i’s role?

- HomeAid Hawai‘i is a non-profit community developer dedicated to expanding deeply affordable housing for Hawai‘i’s most vulnerable residents by reducing the costs of traditional development.
- HomeAid Hawai‘i is SOHHS’s development partner for the Waimānalo Kauhale at Weinberg Village and coordinates general contractors, subcontractors, suppliers, and vendors performing work on the project.
What will the project look like?

- The planned Kauhale includes 20 tiny home sleeping units and shared communal facilities, including bathrooms, showers, a community center, and a kitchen.
- The site will include a large deck with stairs and ramp access.
How will the project be built?

- The planned Kauhale will include prefabricated sleeping and communal units that have been successfully deployed at other Kauhale sites, including Alana Ola Pono in Iwilei and Kīpūola Kauhale in Kahului.
- Local contractors prepare the site for vertical construction, install the prefabricated units, assist with connecting the structures to utilities, and prepare the site for residential occupancy.
Who will operate the project?

- The Kauhale units will be operated by the existing shelter operator. HPO currently contracts Alternative Structures International (ASI) to operate the existing family shelter program.

Support Waimānalo Kauhale at Weinberg Village

We are seeking funding or in-kind donations for:

Funding for communal facilities (about $50k per modular unit) including a kitchen, community center, restrooms and showers units.
Furniture for 20 new homes, including pillows, bedframes, sheets, welcome mats, and nightstands.
Gift baskets for new residents. This may encompass anything from dry food, notepads, art, wellness items, cooking or cleaning supplies, or water bottles/mugs.
